Why are roofers so often owed a CIS refund?

Because so much roofing work is done for contractors rather than direct for homeowners, the 20 percent deduction applies to a large share of your income. That deduction ignores scaffolding, plant hire, materials, van costs and your personal allowance completely. Once those go through a properly prepared Self Assessment return, most roofers turn out to have paid HMRC more than they owed.
